Commissioner of Oaths:
A Commissioner of Oaths is a person authorized to administer and witness the swearing of oaths or solemn affirmations as it relates to affidavits for legal matters. Commissioners may witness declarations; however, they do not certify the truth of the statements contained in a document.
Notary Public:
A person must be physically present before the Commissioner/Notary and prove his or her identity (using photo identification).
